Yes. In Japan, you must complete your tax-free application at the store or tax-free counter on the day of purchase.
At individual PIE VAT partner stores: Complete your tax-free application before leaving the store.
At shopping malls with a PIE VAT tax-free counter: Visit the counter with your receipt, passport, purchased items, and PIE VAT app to complete your application on the day of purchase.
For purchases made on or after November 1, 2026:
In addition to completing your tax-free application at the store or tax-free counter, you must complete customs verification at the airport or other departure port before leaving Japan.
If you do not complete both steps, you will not be eligible for a tax refund.
